The Mall, shopping center, Athens

The Mall opened in the north of Athens in 2005, which is the biggest and first shopping center in Greece with more than 250 stores on 60000 square meters.
Previously sheep grazed on the ground and the government had actually planned to build social housing there.
Lamda Developments acquired the land at a bargain price and promised to build apartments for the journalists covering the Olympic Games.
A year after the Olympic Games the largest shopping center in Greece opened there instead, without any building permit. In addition, an initially promised 80,000–square–meter park turned into a bus station.
Politicians from both major parties (PASOK, New Democracy) were involved in this process.
In summer 2014, twelve years after the construction works started, Lamda Development received the building permit for this ›strategic investment‹ by the government, the result of a fast track procedure without the payment of any fines.
Lamda Development is controlled by Mr. Spiros Latsis, the richest Greek. (please look also here)
